Kageru Shinro: The Movie (English title: Uncertain Course)
Set in Fukushima 15 years after the nuclear disaster, the prefecture pushed for renewable energy, leading to a rapid expansion of mega-solar plants that caused severe deforestation and community friction. While the documentary claims to depict these complex realities, it avoids addressing systemic corruption. The film completely omits how the "Fukushima New Energy Society Initiative" became a web of vested interests involving bureaucrats, the governor, corporations, and mass media. Instead of exposing structural causes, it repeatedly splices footage of confused residents asking "What should be done?" By framing the crisis as a tragedy where "no one is to blame," the film avoids holding powerful institutions accountable, serving more as a tool for public narrative control.
